MILITARY
The Military has been strained since the war twenty years ago, there have been many restrictions placed on them by the UN due to their conduct during the war and as such have very limited ability when it comes to garnering power. This was a reflection of what was imposed upon Germany after World War 2. The state of affairs alongside the unrest within the country has created something of disorder amongst the military, training times have been greatly reduced in an effort to bolster forces that are already spread thin. Crimes and misconduct amongst the ranks increasing as a result yet were swept under the rug as a result of the need to keep as many within the ranks as possible.
The chain of command remains the same as it has been for years as does the necessary requirements to be promoted. Though the requirements are often not met if there is a space to be filled. With Haste taking precedent in most situations.
Given that the Military is no longer allowed to act outwith the country they are instead forced to take on the role of 'peacekeepers', police, or guards. Something which quite often does not sit well with young recruits who had joined in search of action. This is somewhat used to the higher-up's advantage as when insurgents or civil terrorists rise, the best weapon against them tends to be the young upstarts.
Given the reductions, mechanized warfare has been greatly restricted. Soldiers are only allowed to wear standard combat gear (which is far superior to that of previous years) which again, gives further reason to increase their numbers in any capacity. Including hiring Mercenaries.
CIVILIANS
A rift had formed between 'classes' long before people had become aware of it. There was no longer easy to track in a gradient between the poor, the middle-class, and the rich. Instead, there were canyons that seemed impossible to cross in one lifetime. Yet that never stopped people from trying.

As the population dropped in certain areas the rich moved in, bribing or paying their way into land which would grow to be something of small communities. Gated and confined, somewhat outwith the laws and regulations of the outside world. The reality of life within these communities varied, some found that they lived well and that was usually what spread in rumors to others yet it was not always the case. Some found themselves used and abused instead. For the rich life is easy, made even easier by the cheap labour they can obtain by offering a few credits to those in need.

Given the situation in the more overpopulated cities, however, with crime running rampant, few jobs and expensive yet low-quality living conditions there was little to prevent people from seeking opportunities which could lead to them living in one of these communities within the grander cities.

The average citizen tends to live their life going between work and home with their head down but always looking over their shoulder. Gang culture is part of life for many, Civil-terrorism even more so but police brutality and those willing to take advantage of those easily forgotten remain high on the list.
​
Though if there is a positive to be gleaned, is it is that the poor are equal in their mistreatment.


CRIMINALS

Leading a life of crime is a common life choice, especially for those without any other options. Gang culture is rife and often results in a far better life than an ordinary job ever could allow. Despite the risks.
That being said, many choose to lead a life of crime for more selfish reasons. The lack of control by the government allowing those with more sinister minds to come out of the woodwork and prosper. It often takes too long for these individuals to be caught, the police often resolving to hire bounty hunters or rely on the military. Lazy in their commitment to keeping the peace.
Once caught, the sentencing is often a quick affair. With little work from the police often resulting in false evidence and bribery or a lack of anyone willing to defend a criminal when there was money to be made in not- anyone put before a judge was likely to come out with a sentence and carted off to one of the high-security prisons in the country. Assuming they have not been sentenced to death, something that is now legal and far less humane than it had been in previous years.

A criminal's experience from that point varies depending on the prison, some can be quite lax especially of their short stay prisoners while others are strict regardless.
​
Sentencing is for some, easy to reduce given they work to provide evidence for those on the outside. For others who involve themselves in gang activities within the cells, they may find that they are treated better there than they had been outside.
