The Syndicate is set in the year 2216, One hundred and ninety-six years ahead of the present day. It is based in America though the location of the facility itself is unknown, it is thought to be somewhere remote on the west side of the country.

The state of the world has been rather dire. Rather than widespread overpopulation, some areas saw a reduction in the birthrates to the point some cities had to REDUCE in size, coupled with a war that ended only twenty years ago the population is dwindling. This has led to a furthering of the class system as these underpopulated areas became hot spots for those of wealth. They were able to purchase large areas for cheaper during this time. The overpopulated areas saw a spike in the cost of living to compensate for the rate of growth- something which of course impacted the level of crime held in these areas. People were unable to escape by their own means.

Gang culture is rife and widespread, yet not limited to the poorer areas. There are often turf wars in the wealthier cities, with the rich hiring what they deem to be lower class citizens and housing them on property. Creating something of smaller, subunits.  This led to a reduction in government effectiveness, the people still voted sure, but it very much seems as though there is less impact on their lives by those in power than those with money. This is something the government seeks to change as they try to bolster their control and power.

Overall, the culture of that in the country one in which people strive to connect themselves to something which will provide and look after them. Rather than seeking the help of the state, they seek those with power. As such when the Syndicate Project was announced, the advertisements focused on the Care and lifestyle aspect, eager to convince the public to try for the scheme. As a result, many rushed to get tested for the gene. Eager for the lifestyle the facility offered.
